Philip Padgett examines history by applying skills he developed during 40 years of analytical support for national security deliberations and international negotiations. He supported Washington teams negotiating five international arms control treaties and agreements. He went on to develop integrated analyses of the East-West military balance, nuclear doctrine, deterrence, and arms control compliance monitoring. These were used by senior leaders for insight into emerging concerns and as bridges between national policy needs and opportunities presented by new technologies.

After 9/11, Phil’s endeavors expanded to homeland security. He helped in national exercises and in creating all-hazard national preparedness plans and guidance. On retiring, Phil served in FEMA’s Reserve Corps culminating in deployment to New York for Super Storm Sandy. Phil received his Bachelor of Arts and Master of Management Science degrees from University of Maryland University College. A Navy veteran, he resides in Kensington, Maryland. Advocating OVERLORD is his first book and part of it was written and edited in the Chevy Chase Library.
